BACKGROUND AND NOTES

On or around 1 January 1975 Emory becomes Assistant Commissioner of IRS to Donald C. Alexander. The position is a reward for Emory's conspiring with IRS in May of 1971 to create the plan that will allow the federal government to overthrow the Guardian Office and take over control of Scientology.
