On or around 1 January 1973 Meade Emory's tenure as Legislation Attorney for the Joint Committee on Taxation of the United States Congress ends. Within a little over a month, an "administrative summons" will be served by IRS on the Church of Scientology of California (CSC) and Henning Heldt of the Guardian Office, part of a plan that Emory had conspired in May of 1971 with IRS to create.
