BACKGROUND AND NOTES

Continuing successes in the CIA's top-secret Scientology-based Remote Viewing program--including a sensationalistic remote peek into a top-secret installation of the National Security Agency (NSA)--result in new CIA contracts to expand the program with the Scientology OT VIIs Hal Puthoff, Ingo Swann, and Pat Price. This includes not only a new contract with CIAs Office of Technical Services (OTS), which had been running the program, but also with the Office of Research and Development (ORD). The new contract with ORD heralds the CIA's intention to have Swann start using the Scientology techniques to secretly train in-house CIA personnel.

Based on the favorable impression made by a 9 November 1973 CIA report, "Verification of Remote Viewing," two new CIA contracts are issued for Scientology OT VIIs Hal Puthoff, Ingo Swann, and Pat Price to expand Remote Viewing development at Stanford Research Institute (SRI) under a new CIA program, jointly funded by Office of Research and Development (ORD) and Office of Technical Services (OTS). "Kenneth Kress" is again "the Project Officer." The project is to proceed on the premise that the phenomena associated with remote viewing exist; the objective is to develop and utilize them. The program is referenced by a cite: "Office of Technical Services Contract, FAN 4125-4099; Office of Research and Development Contract, FAN 4162-8103; 1 February 1974 (CONFIDENTIAL)."
